Eligibility Conditions

Important

The information in this section is for wage earners only. Make sure that this is your worker status.

To be eligible for the Québec Parental Insurance Plan (QPIP), you must fulfil the following conditions:

  • Be a resident of Québec on the start date of your benefit period
  • Have stopped working or seen a reduction of at least 40% in your usual employment income (salary)
  • Have at least $2,000 in insurable income (income taken into account for benefit calculation purposes) during the qualifying period, regardless of the number of hours worked.
  • Have paid or owe a QPIP premium during the qualifying period

Other eligibility conditions may apply, depending on your situation.

Reminder of obligations

When you apply for parental insurance benefits, you must provide information and documents so that we can verify your eligibility for the QPIP and, if applicable, determine the amount of your benefits. This includes information and documents such as

  • your interruption of earnings
  • your insurable earnings
  • your income during your parental insurance benefit period

You must also inform the QPIP of any change in your situation that could affect your eligibility for benefits or the amount of those benefits. For example, it is important to inform the QPIP about your return to work and the income you receive while you are receiving benefits.

If you fail to meet these obligations, you may be subject to the following consequences:

  • Your claim may be suspended, modified, denied or cancelled.
  • Amounts paid to you by the QPIP may be recovered.

If you provide false information on a document, you could be prosecuted and fined.

It is in everyone's best interest to avoid receiving benefits to which you are not entitled.

If you make a mistake in your claim or in the information sent to the QPIP, contact the Centre de service à la clientèle without delay.

If you become aware of any fraudulent activity involving the QPIP, you can report it anonymously to the Centre de service à la clientèle.

Inspection and investigation

A file may be subject to inspection or investigation to ensure that it reflects the actual situation of the person applying for benefits and complies with the Act respecting parental insurance.

As part of an inspection or investigation, requests for information or documents may be sent to the person concerned or to a third party (employer, organization, business, etc.).

Here are the powers of persons authorized to act as inspectors or investigators, and how to work with them.

Inspection

In the course of an inspection, an inspector may request any information or documents, examine them and make copies.

It is prohibited to hinder an inspector in the performance of their duties, or to deceive or attempt to deceive an inspector by making false or misleading statements. It is also prohibited to refuse to provide required documents, or, without a valid reason, to omit or refuse to answer any questions that may be legally asked. If you fail to comply with these obligations, you may be subject to criminal prosecution and a fine.

Investigation

During an investigation, an investigator may 

  • investigate any matter relating to the administration of the QPIP
  • summon any person whose testimony may be relevant to the subject of the investigation
  • require any person to produce documents he or she deems necessary to uncover the truth
