What you should know to file an application for benefits with the Québec Parental Insurance Plan (QPIP)

Before Applying for Benefits

Choosing the Start Date of Your Benefits

First choose the date when you wish to start receiving your benefits, depending on your life event:

  • Pregnancy: Maternity benefits may begin no sooner than the 16th week before the week scheduled for childbirth.
  • Birth: Paternity benefits and parental benefits may begin no sooner than the week of the child's birth.
  • Adoption: Adoption benefits and welcome and support benefits may begin no sooner than the week of the child's arrival in the care of one of the parents for adoption.

    In the case of an adoption outside Québec, adoption benefits and welcome and support benefits may begin five weeks before than the week of the child's arrival in the care of one of the parents for adoption. Your work situation also has an influence on the start date of your benefits. You must have stopped working or seen a reduction of at least 40% of your earnings to be entitled to benefits. In addition, you must agree with your employer on the time of your leave.

Choosing Your Plan

Choose between two options regarding the duration of the leave and the amount of benefits:

  • the basic plan, which offers lower benefits for a longer period
  • the special plan, which offers higher benefits for a shorter period.

Important

Take note that upon receipt of your application, you may no longer change plans.  The choice of plan is determined by the first of the two parents who files an application, which binds the other parent.

Therefore, it is very important to verify which of the two plans is more advantageous to you  before you apply for benefits.  To find out which benefits you could be entitled to claim depending on your situation, to estimate their amount or to evaluate which of the two plans is more advantageous for you, use the Benefit Calculation Simulator.

Creating Your clicSÉQUR ID

To use the QPIP's online services, you must have a clicSÉQUR ID. The clicSÉQUR service is the Québec government identification service that allows you to use a unique ID for totally secure access to the online services of the participating ministries and organizations of the Gouvernement du Québec.

Completing Your Application

Each parent must apply for parental insurance benefits. 

You may complete your for application for benefits in advance by using our online services. Your information will be kept for 120 days. 

Here is the information you will need:

Information on the Parents

  • Your social Insurance number, that of the other parent and that of your spouse if your spouse is not the other parent. 
  • Your date of birth, that of the other parent and that of your spouse if your spouse is not the other parent.
  • If you wish to obtain direct deposit of your benefits, the financial institution number, the transit number and your account number.  You will find this information on a cheque or from your financial institution.

Information on Your Child

  • If you are pregnant, the scheduled date of childbirth. 
  • If the child is already born, the child's family name, first name, date of birth and sex.
  • If you adopt a child, the date of the child’s arrival to the care of one of the parents for the purposes of the adoption.

Information on Your Income

Wage Earner

  • The amount of your gross salary
  • The number of Records of Employment you received during the 52 weeks preceding the desired start date of your benefits 
  • The date when you stopped working or the date when your usual weekly salary decreased by at least 40%.

Self-Employed Worker

  • If you had business activities during the calendar year preceding the year when your benefit period begins, you must provide the amount of earnings entered or which you will enter (profit or loss) on Schedule L (lines 22 to 26) of your Québec income tax return for the calendar year preceding the year when your benefit period begins.

    If you announced your business's activities during the calendar year when your benefit period begins, you must provide the estimate of your net business income for the calendar year when your benefit period begins, according to Schedule L (lines 22 to 26) of your Québec income tax return,

    If you offer services as a family-type resource or intermediate resource (FTR/IR) and you receive remuneration that is insurable for the purposes of the QPIP, we will send you a document to complete in order to obtain the annual estimate of this remuneration for the year in which your benefit period begins

  • The date when you ceased your business activities or the date when you reduced the time spent on them by at least 40%. If you are a person who receives remuneration as an FTR/IR, you are deemed to have reduced the time spent on this type of activity by at least 40%. 

Wage Earner Who is Also Self-Employed

  • You must attach the documents enumerated in each of the two sections above. 
  • The date when you stopped working or your usual weekly salary decreased by at least 40% and the date when you ceased your business activities or reduced the time spent on your business activities by at least 40%.  If you are a person who receives remuneration as an FTR/IR, you are deemed to have reduced the time spent on this type of activity by at least 40%.

Sending Your Application

You may send your application on or after the start date of the chosen benefits.  It must be sent as soon as possible on or after that date.  You do not have any document to provide when you send your application. Your eligibility for the QPIP can be established by exchanges of information with the ministries and government organizations concerned.  

You must provide documents only if you receive a request from us by email or by mail.  You then may use the online services to send them to us. If you send us document by mail, please only provide photocopies of the originals.

Important

The start date of the benefits may not be more than six weeks earlier than the date of your application. Earlier than that period, certain weeks requested might not be granted to you.

Processing Time

In general, the decisions are made within 10 days after the date when the Centre de service à la clientèle received all the necessary documents for the analysis of your file.
