Adapting the Québec Parental Insurance Plan to the needs of families in order to improve their quality of life

The gouvernement du Québec considers it highly important to improve the quality of life of families.

For more than 10 years, Québec families have in fact benefited from the Québec Parental Insurance Plan (QPIP), a modern plan that is greatly appreciated by parents and firmly entrenched in the culture of Québec’s businesses.

On March 22, 2018, the gouvernement du Québec introduced a bill aimed mainly at making the parental insurance plan more flexible in order to foster a better work-family balance.

The amendments proposed in the bill are aimed at improving the Québec Parental Insurance Plan on the basis of the changing needs of Québec families in order to improve their quality of life.

The main measures proposed are as follows:

  1. Extend from 52 to 104 weeks the period within which parental benefits as well as paternity or adoption benefits may be paid;
  2. Exclude from the qualifying period and the calculation of benefits certain weeks in which the parents’ income was lower than their regular work income;
  3. Offer the possibility of building a bank of leave days with the benefits that were not paid (of 5 or 10 days);
  4. Create exclusive benefits for each adopting parent and increase the number of weeks of adoption benefits;
  5. Extend the period within which maternity benefits may be paid;
  6. Offer maternity benefits for more weeks in the case of a multiple pregnancy;
  7. Postpone the end date of benefit payments when a child dies.
